The purpose of the Healthy Minds Healthy Lives Coalition is to develop a statewide advocacy campaign pushing for a full continuum of services for mental health and substance use conditions across the life span, focusing on the earliest point of intervention. The Coalition will advocate for improving private insurance coverage and practices as well as public sector investment in treatment, support services, and affordable housing.


The advocacy of our coalition focuses on a broad set of priorities for system change flexible enough to accommodate an evolving policy and legislative agenda, including:

  • Shift from crisis, triage-based system to prevention, early identification, and timely treatment
  • Build service capacity and increase access to care through rate reform and complimentary investments in housing and wrap-around supports
  • Create full, integrated continuum of care and support services across the lifespan
  • Improve insurance practices, coverage of proven treatments, and compliance with parity laws
  • Grow treatment workforce
